No, they're actually component. The tweeter is mounted wherever you want.

For about $1000 you could get into Stance coilovers. A semi-decent budget coilover would be Megan EZ street for about $700.
That's what I have, because they had more street-friendly spring rates. but I also like Powered by Max coilovers...
Some component speakers have the crossover mounted on the 6 1/2" midrange, so all you have to do is plug the speaker connections to that, then plug the tweeter into the crossover connections.
The benefit of seperate tweeters, is to move the high frequencies up towards your ears to improve...
Im hoping to complete my build by the 1st of june. My original goal was 10 months after starting on it, but i was high off my ass. Still have to start the engine, completely redo and reinstall the interior, and then begin on body/ paint. So we'll see.

I think the plates could be shipped for a decent price, if they were simply dropped into a 24" cardboard tube.
I Don't think that plexi would hold up too well to the heat. Aluminum or carbon fiber is the way to go.
