Damn man that sucks, don't blame it on the motor tho, when maintained, repaired, or built properly the 7m is a strong reliable motor.
Did you put a straightedge on the head and block to make sure they were still straight?
The 7m is a non interference motor so you could run it 180* out of time and nothing would happen, ive done it.
Was just about to suggest to check your timing but then i saw u did and it fixed. hows the car running now? Did you check the ignition timing?
with the crank @ 0* piston 1 @ TDC...
Those pistons are .50 over so that engine's deff had some work done to it.
If you pull the pan and shine a flashlight to see the underside of the piston you might be able to find a casting or stamp of the manufacturer.

Is the a/c on when you're checking codes? That will throw a code 51.
If the tach is not jumping a little bit while you crank the car then the ecu isnt seeing the ignition signal from the CPS and won't fire. Check your CPS wiring.

Some wiring for the brakes in the Neon Srt-4 runs right under where the clutch pedal hits the floor, after 50k miles mine wore thru some insulation in the wires cauing it to short and blow my taillight fuse sometimes when i shifted.
It drove me crazy for a couple weeks trying to find out what...
