Its specific to exact year. 86.5, 87,88,89, etc. So since your car is an 86.5 I doubt the TSRM would have any Turbo stuff in it because there was no Turbo model in 86.5.
Get it from Toyota if you want a stock one, or you can use O-rings to seal the plugs and then leave the cover off. Search around if you want to see how to do the O-ring thing. Toyota P/N is 11219-42020.
I would do this. I got one for my 87 and it is great having a paper copy of the book. The pictures are clearer and there are actually a few differences between the years. Like the front subframe torque on the online TSRM(1990) is 94 ftlbs but the 87 TSRM spec is something like 85 ftlbs.
I posted this in the "What did you do to your Supra today?" thread yesterday. This may be a viable option for some of your trim pieces. It would definitely be a lot cheaper than toyota.

If it isn't leaking I wouldn't replace the rack. You should definitley flush the system and pull out the reservoir and clean the reservoir inside of it by spraying brake cleaner into the screen until it is clear. If your fluid is dirty and old just doing this could at least help your problem...
