That all depends on who's doing the work. A reman/rebuilt motor plus the labor to drop it in will cost more than a rebuild. A new 7M? Not likely but a reman/rebuilt 7M will probably break his bank. You could go with a used 7M even then you're still going to need to tear down the motor to check for hidden problems that will bite you in the ass later. Go ahead and get the motor fixed. A BHG in a 7M has a knack for taking out bearings and the crankshaft. If you plan on doing the work or some of the work yourself bookmark this webpage and start reading

Main things you need to get checked out:
Head, block, crankshaft, connecting rods, and pistons
Things you will need to replace:
Connecting rod bearings, main bearings, thrust washers, oil pump driveshaft bearings, various gaskets, and the head gasket
(The MHG is mainly for turbo or high compression motors. If you plan on staying stock use a regular HG and torque the head bolts to above 65 Ft/lbs. The main reason 7M's blew HG's was because the torque specs were wrong.)
Never scrap a motor unless it's beyond repair and a machineshop says it's beyond repair. I have a spare block and head sitting in the shop waiting for me to rebuild into a 11:1 CR toy. The previous owner thought it was bad and gave it to me. All it needs is a crank, gaskets, and bearings.
