It varies plenum size, think of it as a dam of sorts.

It cuts the plenum in two. Basic idea, increase intake velocity at low revs, increase plenum volume at high revs by opening.

Acoustic Control Induction System (ACIS)

Two and three stage Acoustic Control Induction Systems can be found on various Toyota models. Both systems operate on the same principles, however the 3-stage system is able to tune the intake manifold to 3 lengths instead of 2. 3-stage Acoustic Control Induction System (ACIS) uses two valves inside the air intake manifold to create the effect of 3 intake runner lengths. The ECM is able to select from these 3 lengths to effectively tune the intake manifold to engine operating conditions so that a pulse of high intake pressure is immediately available when the intake valve opens. The engine uses these high-pressure pulses to pull an unusually large volume of air/fuel mixture into the combustion chamber, effectively supercharging the engine and increasing torque.

It would be more cost effective for you to invest in a dremel and do it yourelf.

You may as well learn anything and everything you can when working on these things because in the end your mkIII is still only worth 3k...., but the knowledge of general engine, is priceless.

lol, i put my whole engine together by hand lol, Every part. I used an electric drill and a wire brush wheel and extension and cleaned my entire intake manifold spotless, I don't trust myself doing any porting polishing. I wonder if it would even be worth the trouble.... have u installed the manifold yet? Was there any gains?

If you port and polish...., if you can call it that with a dremel.
Do the upper plenum and all of the lower plenum inside and out. You'll be fine. There are grooves in the Inside diameter of the flange. Stay above that groove and I used flapper wheels and buffer wheels.

It's quick and easy if you stay on it. Just get the dremel with the pencil grinder extention. Ultimately you want air for die grinders and all kinds off cool air toys. But those of us that work out of our home garages, a dremel get's it done and depending on your skill level, it does it clean.

I would never take a dremel to the head of my car. That's asking for it.
