I've been thinking about doing a 4e-fte (1.3L Turbo Starlet motor) swap into a Tercel as a good MPG with a little pep project. Maybe eventually putting a CT-26 on it. I've seen engine/trans combos for about 1k. Plus how hard would it be to find a Tercel rolling chassis? Has anyone here done this/know someone that did?

^ My buddy had a FWD 3sgte swapped Celica GT-S. All black, tinted, sunroof, gray leather. Black ice killed it. However, it was a great little car. Fast (60 trim ct upgrade), and reliable, too.

There's a local guy that did just that swap, put a starlet motor into his tercel.
As for the Celicas, if you want to be REALLY creative, there's a guy on toymods, with a car he likes to call a Celica GT-Eight. It's a twin turbo 1UZ powered ST185.

I've seen the youtube vids of that thing, it's BAMF. I also like the V6 ST165s, pretty neat if your 3S kicks the bucket and you can't rebuild it and don't wanna pay a LOT for another one. I'm personally doing a BEAMS 3SGE or a half trac sixth gen sometime in the future.
Ive had 2 4e tercels and 1 4e paseo and they are cheap and peppy for a 1.3 turbo, basic bolt ons can make it a very fun car, A ct26 will be way to big for it though, you may consider a 14b eclipse turbo. My bro also had a 400 whp 3sgte tercel, Also if you decide to do it i can do the harness swap for u.
