cylinderhead camshaft timing

When i took my cylinderhead to get planed and new valvestems instaled do to the head locked up i know that the timing was wrong.is their a way to visually know if the cams are in rite timing.and yes the cam gears are wrong so me lining the marks on the cam gears is not going to help.

take off the cam gear bolt a bit and make sure the dowels are in the middle hole on both the gear and cam.

I feel really stupid do to i mixed up the timing procedure with the cylinderhead and the crankshaft timing.I know that you have to turn the crankshaft pulley several times to get the T.D.C.but on the cylinderhead timing i just have to line up the notches.DAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAA.Sometimes the easiest procedures are harder then the difficult ones to figure out.
