have you tried swaping and ecu from a running car. I have a similar problem and I open the ecu and found a broken/burnt contact. You can look here (car wont start, ignition 1990 turbo) to see the pic of my ECU. I havent fix my car yet since I am leaving tomorrow for a year.

I have check most of the ecu wiring and so far the only thing that i have found is THW and E-2 the voltage should be .1 to 1 volts with the coolant temp @ 80 Celcius according to the service manual, the actual volt is was 4.95 V, but since the car doesnt run the reading the reading would be off

Try jumping +B and FP in the diagnostic block with the key ON and I am not hearing the fuel pump and the fuel regulator is disconected so their is no fuel flowing, I checked the main relay and the EFI fuse is good and I got voltage.

dont worry I got another engine for this car, I have an 1987 supra that I will swap the engine to the 1990. Its a jdm motor that I bought a long time ago. Its a mild build, It is a full rebuild plus forged pistons, hks metal head gasket, arp studs and a T04.
My ultimate goal is to put a 2jzgte in it, but that will be in a few years. I got to finish the car before january, since Im leaving for 1 year, and then I will go to Japan for 4 years.
