Definitely sounds like one of the guides is loose.

New felt guides and tighten and adjust the nylon guides.... It's not a bad job, just take your time and make sure the window seals properly when it's up.

Well, I'd pull it and test it with a multimeter. You can also try throwing the relay with a 9v battery and then test for continuity on the two switched contacts. Also try testing the four lines to running to it, both while switched on and while off.
