A problem with the TPS can cause idle issues, but it's usually related to the IDL switch in the TPS (see code 51). Test the TPS and see if it's properly calibrated... if it is you may just want to replace it. It is a wear component after all.

I disagree. The average of the two is meaningless to someone like me who drives almost solely in the city. As for the assumption that mileage will only get worse the more power you make, that's not entirely true. A poorly tuned car can get horrible mileage and perform terribly too. Tune it well...

Good point. Pre89 had low impedance injectors, 89+ had high. All turbo's had low.

The ECU will adjust for an AFR around 14.7 in most conditions, but in some case such as when you just start stepping on it or at WOT it goes to a preset map... the only issue there is that you are flowing more per cycle then anticipated. If you're an easy going driver you may not even notice.

The most I've ever seen were in a junk yard and it seems they all belonged to the same person. These cars are quite scarce here in CO... makes finding parts a real pain sometimes.
