I think that the lack of blow-off may be caused by a vacuum leak. As lagged said, check the vacuum hose on top of it. I had a similar problem in the past, but it was a vacuum leak elsewhere that caused it. Could the "crackling" after you shut off your car also be characterized as pinging? If...
