You need to take up the slack on the non tensioner side then let the spring set the tension and lock up the bolt.

I've been buying GE sets for years now as I don't use a stock turbo so it's cheaper this way.
Turbo Oil drain gasket will be missing as well and maybe a few copper washers.
Wingy: The limiting factor becomes the Octane you want to run.
So yes the 4067 will make the 500 at a lower boost pressure than the 3540 and while you may just make it on the 3540 personally I think it would be way to close to detonating.
