Mk3hope has it right, I'll usually spin a motor a set amount higher so the next gear lands in the meat of the torque curve! (around 500>800 rpm more than max torque)
But it's fun spinning it to 8000+ as 7M's sound awesome up there!

It shouldn't throw the balance off unless it's slipped on it's hub, if so it won't be long before it breaks the bond totally and fails.
As poodles said ATI do a replacement (I have one) but not cheap, New stock isn't a whole lot cheaper and I'd hesitate to use one from a junker as it'll be...
