Fans play very little part in high speed cooling.
It's usually a blocked Rad/AC condensor or a missing plastics as air will take the path of least resistance and bypass the radiator if there's an easier way.

A couple of observations ;)
The IC is crooked but more importantly is that where the Transcooler is going to live?
If so it's blocking a HUGE amount of the radiator I predict cooling issues.
Sorry this is only based on my experience I haven't tested the hardness but after prepping many different brand Iron blocks you get a feel for how hard/soft the material used is and the 7M is some of the hardest I've ever machined. (guess that makes me an internet genius again......)
