    Human physiology being what it is you'll never "sand" it flat, while it may be smooth the surface will have ups and downs unless you use a Lapping Plate. Mine is huge and heavy (12"x12") to cancel out the "muscle effect".

    Ummm just HOW does more oil = more pressure and leaking seals? (a hint here is there are NO seals in a 7M under direct pump pressure) +1qt hurts NOTHING my guess is a modded PCV system.
