I don't remember if the starter wiring is part of the engine harness or not, but I haven't really had an issue with cranking/starting since replacing the harness (and fixing my crappy battery cables)
All gasolines contain ethanol now (in the US), it's used as an octane booster.
I don't know how the hell they got their data because ethanol has less energy than gasoline...
Luckily, the eye is one of the fastest healing parts of the body, and as long as the glass was removed (go to the doc and MAKE SURE), it should return to normal.
If you're going to swap, don't fuck around, go 2J...
Seriously, with the 1J's getting more and more rare for a complete clip, you're going to put just as much work into going 2J, and in the end the rewards are greater.
ABS should try and correct it, in that case it sounds like air...

Great bikes though as they're still faster than most cars, reliable as hell, and won't try and kill you like a lot of the repli-racers...
Personaly I want a new Ninja 250...

I think Dallas and Tarrant counties both have tests very close to California standards (sucks).
If you're in one of the outside counties, they are pretty relaxed and don't do sniffer tests.
As you don't have EGR, more than likely you're fail on NOX.
power wise, most any of the 3" systems are going to be within a couple HP...not even measurable on a dyno really...
looks, sound, material, and price is what you need to decide on...
