Most of the wheels rb motoring have are really inexpensive, as far as wheels are concerned. Did you check the prices? You can get some really nice wheels for around $1000

Negative. Get better and taller tires. A nice grippy 225 will still be better than a low quality economy 255 or something. Of course a good 275 will be even better.
