    There are 2 lights. A "BRAKE" light, which comes on if your fluid is low, or if your e-brake is on. The second light is the "Tail light failure" indicator.     In a manual tranny, that's usually not a problem, if it's in neutral, but with an auto tranny, that's a bad idea with a RWD car.

    It was a dealer option for 91-92, you could order it and add it to the earlier cars as well (89-90 with a small modification, and a slightly larger modification to 86.5-88 cars). As is my understanding. In any case, it's no longer available, gonna have to go aftermarket. :)
