Download an Ubuntu install CD off the 'net and boot off that. You can boot to Linux without installing anything, it all loads from the CD. If it works, there's something wrong with the windows install. If it doesn't, there's something wrong with the hardware.

That's exactly it. Faulty injector doesn't put in enough fuel, cylinder runs lean, lean = HOT, piston melts, molten aluminum coats the rod / crank / everything underneath it. This has nothing to do with machine work.

There are so many things wrong with this idea I can't even start to count them. Methods of dealing with fuel cut are well documented - not a surprise, considering that people have been hot rodding these cars for over 2 decades. Read up on them, and use one.

If a product doesn't arrive in the condition it was described, you should do something about it. Among other things, even if you don't suffer any loss from this, the shipper obviously needs to learn something - before he pulls the same stunt shipping something a little more fragile.
