It's a national database, all dealers have access to the same codes. The only possible difference is if the national database doesn't have it, but the car was bought at a specific dealer.

That's incorrect, there is no pre-89/89+ specific change. It's a lot more complicated than that and different between N/A and Turbo as well. As long as the TPS fits your throttle body, you should be fine. :)

California-spec Turbo cars didn't have as much extra stuff like the N/A's did. The Cali/Non-Cali 7M-GTE harnesses are the same. (Yes this is the harness from the ECU to all the sensors, injectors, etc.)

Inexpensively? That depends on your definition. I think Toyota can still get you a harness. What year/model do you have? Turbo or N/A, Auto or 5-speed, etc.
