Has the motor made good oil pressure after the rebuild, or has the pressure been low ever since? If it hasn't made good pressure since the rebuild, it could be bad bearing clearances.....

I think you'll be hard pressed to find a smaller radius that what GT offers. Let me know what you find though.... Edit: I see you found 4.5", but is that inside, outside or centerline radius? GT's radii are measured at the center line.

While I'm not certain if the turbo vs. psi while net you the power you're looking for, the supporting mods look like they can handle what you're after & then some.
