the 8:1 wouldn't make THAT much difference. Maybe next time on the dyno try to tune up 16-18 psi on 93 and see what you can get.. then try the meth after you get the straight 93 running as it should.
yea, dont worry about the US ecu. You could put one in, but you would have to get a MAF sensor to put in as well (and rewire a few peices). But the JDM ecu will work fine with a piggy back and will still make great power
