Pi, you got it. I bought new mounts. (48750 from the epc link). I bought new KYB mounts and not the OEM ones from toyota.
The KYB units look identical and have the cut out, but the cut out is in rubber with no metal plate.

When I do "wet tests" I add roughly 2 tablespoons of oil, maybe even 3. I'm not sure if 1 is enough to coat the walls reliably.
A valve could cause a subtle drop in pressure like that. I wouldn't guess rings at this point since you saw little change with the wet test.

I don't see block machining. For that MHG to last you'll want to take the block into a shop to get the block surface machined flat and smooth.
Same goes for the head.
$500-$1000 in machine work is basically a minimum for a MHG build.
