Yea, that means there is a malfunction in the ABS system...Disconnect the check connector by the ABS solenoids (to the left of the charcoal canister) and watch the light blink for codes.
I like to do things the right way...what you're suggesting will only be a temporary fix...he could get the same results by just pulling the vacuum line off of the Heater valve.
If it's broken, FIX IT...don't half-ass it.
There MAY be a slight difference in air temp that he's not mentioning... the armature of the Heater valve isn't moving, so obviously there is a problem with the VSV...one problem at a time.
