Yes and no.
First, check for boost leaks. IF the smoke is thick black, you have a blown boost hose.
Second, check your BOV if it is stuck open. Again a major boost leak.
Third, check your cam timing. Turn by hand the crank pully (sp?) to the 0 deg mark. Take the front cam cover off...

But yes you should be able to boost SOMETHING in neutral. Get a good boost gauge!
