Your CPS doesn't controll the startup signal to the starter. You need to check your starter signal wire going to the starter, and make sure all your wires - ESPECIALLY the main power wire to the starter are tight and free of corrosion.

Does the starter turn over? Also check for ALL your grounds (brown and white grounds under the intake mani)
