Im guessing either the injectors are old and dirty, or you have a boost leak.
We'll start with the simple:
1.) Check the spark plug galley for water or oil. Take off your boost controller. Leave it off. Go drive the car. If the problem still persists...
2.) Lets check for boost...
If you have an experienced tig welder and a tig machine handy - have them do it.
If the welder has done aluminum before, he/she won't warp the comp housing.
Ive done it plenty of times.
If you do go tig - run the 5356 rod. It likes the cast material. Also, CLEAN CLEAN CLEAN CLEAN...
Appears to be a to4 with an exhaust housing with a ct26 foot print.
Also appears to be either a 60 trim or larger compressor wheel.
For $400, you should be good to go as long as there isn't tons of shaft play.

That turbo won't do you a bit of good untill we know you have a nice healthy engine and a healthy head gasket.
Next, you need a full 3" exhaust.
After that, you need to do some fuel upgrades (injectors, pump, regulator)
