He didn't say what rpm it cuts out at but it could be the IDL contact isn't opening or is intermittently shorting. That results in rpm cut, something that sounds similar to his symptom. He should:
1) Jumper T and E1.
2) Key on, engine off.
3) Slowly press gas pedal to the floor.

Sounds like it's open but if not be sure you don't energize it too long. The speed sensor is integral to the speedometer. It can often be fixed with a little care. A quick way of checking it is to use the cruise control diagnostics...
