Btw technically it'd be warm up enrichment. Cold start enrichment ceases once the engine is running...
What's to explain? The poster claims his engine didn't do this before and he's right when he says it's not supposed to. Can't get much clearer than that...
^ What he said. Make sure you're not using the TEMS terminal. You can also connect TE1 to battery negative if it's you'd like as it's electrically the same as E1...
Just to clear something up it makes no difference whether the engine is running or not when checking codes. The book says not to start it simply because there's no need. You could also drive the car all day long with the diag jumper in and the only thing effected would be idle...

TEMS has no control over what the engine does but your friend's opinion is still valid. Repair the speedo cable so the speed sensor can tell the engine ECU when the vehicle is traveling less than 11 mph. It needs to know this for idle speed control...
