If the Valve works as advertised a 1.14 divided on a 67 would be the shot as it should spool like a .84 but be able to breathe in the upper rpm ranges.

Keenserts are thicker than Helicoils and have locking pins that prevent them unscrewing and once installed will be stronger than the parent metal.

If the Valve on the firewall is up and you still don't get heat there's a chance the Amplifier in the Climate Control has taken a dump, this controls the Mixer door on the actual heater box so even if the Heater Core is fullOhot coolant you're still gonna freeze.
