Looks like clear coat cancer to me, and there is nothing that will "cure" it. A temporary fix would be to remove all the clear coat via wet sanding/compounding/polishing/waxing. This would leave you with a reasonable appearence but it wont have the shine of a new clear coat, and you run the risk...
