I tapped those things, then put some washers down and used a nut to pull it out. My slide hammer never was able to grip them well enough to work.

Its for high humidity conditions, not cold temperatures. At the ISC, there is a sudden pressure change (ambient to vac) and the temperature of the air will drop (basic physics) causing the water vapor in the air to freeze out and plug the valve.

Those cam bearings look really bad. As mentioned, 7M cam journals always look crappy with marks in the soft babbit, but the aluminumn bearing surfaces in the head and cam caps should be pristine, not all gouged up like in those photos. Also, the grooves in those journals look really deep, not...

Check the fan clutch while you have it off. They tend to go bad over time. If the belts are old its a good time to replace them too.

I had this problem a while back. Was due to slime growing in the reservoir and plugging the outlet filter screen. You need to pull the thing out and power wash it. Also, pull out the pumps and clean the filter screens.
