I'd go for the KYB's for the price, since this project seems to be 'budget minded'. You should replace shocks as a set, however, and Bilsteins are fairly cheap considering the quality... $100/ea isn't bad IMO.

Definitely avoid hard wiring the CPS. Just causes issues with removal in the future.

The head is full of coolant and oil. You're fine, should always check when the engine is out, but you should be fine. Unless you didn't clean the oil and coolant out of the cylinders. Then, you would not be fine.
