does sound like it. without a code the ecu wont go into limp home mode, and without a good sensor signal, the ecu cant pull the right fuel/ignition map for the current operating conditions, and run on the last map it pulled, till it gets past and corrects itself. or something along thse lines...
the tanks are vented so they dont pressureize or create vacuum, though lack of gas isnt good. i always run my tank from full to 1/2, as fuel weight is not that much, and the fuel also cools the pumps, so i keep them submerged.

looks like it hit the anti spash well wall in the tank. will take a bit of fooling around and twsiting to get it in right spot, but thats a 3d fileter, and will suck gas from top and bottom, so not to critical.

almost sounds like a bad tps, might want to check that out as per tsm, might have a bad spot that wont throw a code, as 3k is around highway crusing speed.
as for the OD light blinking that not ECU related, that the ECT holding a code. sounds like the sensor in the trans might need...
the stock NA bracket goes where the ic pipe come out the fender, so you have to mount it different, but its only 2 hoses, so a lenght of new hose and you can mount it where ever you want really.
ive thought about it, but air to water intercoolers cost more, and are used in small engine bays or mid/rear engine cars where the frontmout air to air wont fit. i though about it but decided against it.
yep, though need to be careful with hose or wireing that you dont get to close to the manifold, or they will melt and not work, or empty the crankcase into the engine bay
