Did you check for continuity at the ECU from each wire? Ground is controlled by the ECU like Jetjock said and it needs the signal as well.
Do a continuity test and report back.
Hint: Unplug both battery terminals, ground each wire and check the corresponding ECU pin for a ground.

Basically, if you want to test a motor to see if it is running, just send a singal to the ECU to have it "turn on," and then probe the start to crank and it will run. The wiring that is sent out is usually for the body plugs so if that does not work, it is not a problem...
Cool. Next up is checking timing but you said that was done right so then you would need to check compression. Has this motor ever ran?
