Probably want to fix that first. No spark (assuming there really is no spark) is sorta moot if it doesn't turn over. Course, you could always yank the CPS and spin it by hand. You wouldn't be the first to use that technique while chasing a no-spark situation. Me, I'd just troubleshoot it properly...
Since the ECU performs asynchronous injection when cranked, in warmer climates you might be able to get away with it. You can always just unplug it for a while and see.

1) Unplug the fuel pump relay
2) Jumper +B to FP on the harness connector. Does the engine run?
3) Jumper +B to PR. Does the engine run?
Doing this will prove the COR, resistor, and wiring is OK.
Next test the...
I can't tell you exactly where your problem is but the fuel pump resistor, located on the pax side, has only one element. The injector (solenoid) resistor pack, on the driver's side, has three elements. Since you were on the pax side I'm guessing you were measuring the right thing but doing it...
Why would it not be safe?
It makes sense that would have worked based on a logical analysis of your symptoms combined with a knowledge of how the car works and it leaves you to figure out what's wrong with the COR or fuel pump speed circuit.
Yea, those stealership parts guys are real technical wizards. Especially on a specific model. One that's obsolete and probably older they are. I'd definitely trust 'em.
The system uses little electric motors to move the dampers, not solenoids. Toyota calls them servos because they provide...
Better check those feeler sizes again.
What you're doing is setting a switch inside the TPS to open just after the throttle comes off its stop and close again just before it hits the stop. The switch controls the IDL signal which is used by the ECU for several things, the most important of...
