It does not have the ability to make them equal. It can somewhat correct the mixture back but the system will still be out of balance. It's what drives Vf. Put your scope on it and see. Or maybe just stop over-thinking shit all the time. No wonder you get confused...
This is an old tip that works. I always sprayed my seals after wiping them down whenever I put the top back on. The roof never leaked a drop the entire time I owned the car and after 23 years the seals still looked and felt new.

Just so you know code 51 is the only code that doesn't get set in memory. It's real time. Never a need to reset the ECU. There's also no need to run the engine.
Well, you can always do the opposite and measure the same two pins of the TPS with an ohmmeter like the book shows. If you can't get a low reading the TPS is bad or needs to be adjusted. You're welcome btw, for this and the other thread. Damn New Hampsters...

Well, you made me go and dig up my old EWD where I recorded all the mods I did. The switch I used, the one that goes to the AC amp, is the top one on the neck. It's has a single white 1/4" faston type terminal. The lower switch has a round blue connector.
People often forget all an O2 sensor measures is the difference in oxygen between the exhaust stream and ambient. In fact having the ambient pathway blocked is a fairly common fault with NB sensors.
See, there again is more documentation that shows IDL may be connected to +B and that it may be anywhere from 5 to 12 vdc when pulled up. I've never seen anything except 5. Go figure. Maybe we can convince 3p to poke around an ECU and see whether that input is pulled up by +B or Vc

Fuel cut shuts off the injectors. Loss of ECU power shuts off the injectors. Same difference.
Code 11 masks all other codes. If you have code 11 you have bigger problems than fuel cut.
