I believe it's a waste to stick around with CT upgrades.
I don't believe it's MUCH of a waste sticking with the CT footprint turbos, if you have the $$.
T4 footprint turbos are quite versatile, and abundant in the aftermarket.
If you want to make lots of power and run high boost pressures...
They'd rather nurture their youth today so that they grow up, go to college, and make a living to contribute via taxes to pay for the repaving. :)
Their time projections are just off from yours.

Like I said before, and I'm not arguing by the way... that the "hump" doesn't look that dramatic. As per my first post, I wondered how low the exhaust was hanging to get caught.
It's a shame, sure.
Let us know if the city/county/state pays for anything.
