Your 51 is not AC related but neither will the TPS cause that symptom. It could be the pump not switching. I've seen that twice before. A simple test is to jumper the pump on in the diag block and do a test drive.

Nothing a meter and the TEWD won't quickly fix. As I've said before there's no other class of problem the car can suffer where the solutions are so clearly spelled out. Curious though, why would you buy a car with such problems in the first place?
I suppose it could be the FET, IGBT or whatever the driver is. If we could only get the OP to make sense of his measurements at the connector. And what kind of chicken meter doesn't do dc current?
Not the wastegate and no, I'm not pissed, but trying to troubleshoot and repair something when you have NFI how it works is a recipe for frustration. Why put yourself through that? Better to just bite the bullet and pay somebody. Just sayin'...
