This is interesting... Does it do it when the hood is fully closed or as soon as you release the latch inside the car or only when you open the hood outside?
I think if it is 2 wires to the motor only, then apply power to red and ground to green. If it goes down instead of up, then reverse the power to green and ground to the red wire to get it to go up...

I think Nick is on to something.. Check to see if your fan clutch is locked up. It should only be locked up when it is up to temp and the thermostat opens.
Does the N/A distributor send the RPM signal to the ECU or do they have a crank sensor. Does your tachometer work?
What ever it is? Code 12 is a loss of rpm signal to the ECU..
Edit: It looks like the RPM pickup is installed inside the distributor on N/A's, so check those smaller wire...
My TCCS says code 12 is usually a poor CPS connection in G or NE signal wires to the ECU.. I would think these poor connections could also effect timing but this is just my guess.
