The Bosch bpv makes a "hooting" or "howling" noise at part throttle, right around 0 psi on the vacuum gauge. Swap that Bosch for a stock valve and see if it goes away.

That is the pulsation dampener, it doesn't set your fuel pressure. If you look at the opposite side of the rail you will see the fuel pressure regulator witha vac line coming off. But yes, it looks like someone did mess with that, there is supposed to be a screw in the top, and if its leaking...
