Justin - Check your accelerator linkage on top of the motor. Make sure it's not binding somehow, not allowing it to fully return to closed. Maybe adjust the length of the rod. That's what it sounds like when you manually pull the rod to closed position. xXxICExXx - I would check the dashpot...
