Hotspots aren't an issue, it's cracks that would be an issue.
Here's the one I junked (clutch slipped so bad I barely made it home). Notice the cracks:

Evap system is a different system entirely. It traps gas vapors and releases them into the engine once the engine is warm, and it also keeps 2psi of pressure in the gas tank.
Doubt old springs would be the issue, mine redlined just fine before the work was done.
Lighter flywheel will show on a dyno becaue it ramps up faster, not because it adds power (one of the limitations of a dyno...)
Flywheel isn't a performance gain really, personally on such a heavy car, it makes it harder to drive.
Cams, I've seen add about 10% gain to power on the top end. That's on modified cars though with turbos that don't run out of air (the CT does). $700 for what, 20HP is pretty crappy...

Depends. Original Vipers were hand made and just bare bones crazy cars. Back then, I'd take one over a Corvette. Once the C5 came out and beat the snot out of the Vipers in competition the tables turned.
