its not a timing issue then? double check it just incase i know about half of the problems i see with not being able to go over a certain RPM are because of timing issues (belt slipping or even improper installation of the timing belt)

i like to point this out when people ask me how to swap in a JZ and how my 7m was running fine and i had already done the headgasket before it had a chance to blow etc.

since you dont have a VSV on the p/s what are you doing about the vac line from before and after the TB? hopefully you capped the pre TB one off?
if you want to use the VSV the 1jz's have a separate piece that bolts to the p/s pump (and then the p/s line will bolt to it, the d/m line is not...
