I's odd how Toyota used 2 differing systems, the dimmer relay system is the superior of the 2 as current routes are shorter and switching is done remotely.
Guess it could have been a costing thing to make up for other systems added instead - remove the dimmer relay and wiring - add a cup...

The "ENGINE" fuse supplies current to the alternator regulator - could be a fault with your alternator or the wiring to it may be damaged?

Both the clock and the interior lights share the same main power supply, the 20A "DOME" fuse in the engine bay fuse box - I would check that first, often a fuse can look OK but still be bad as the wires inside can fracture - just swap it out if unsure.

The green boxes are Metalised polyester capacitors - these should not need replacing IMHO as they do not turn leaky like the electrolytics do.
The long black box is an IC of some sort, specific to the ECU I'd imagine - just ignore that.

Do you have an alarm system that flashes the blinkers? It is possible a relay in that is sticking closed - it's a fairly common problem I have found on cars.
