i'll throw out a guess that your fuel pump is not turning on, it runs for a split second and dies.. sounds just like it =P how my car would act if i tried to start it with the fuel pump off..(switch)

maybe you need a better wire from alt to battery, and ground... those were my reasons for low voltmeter readings (would flux between 11v and 14)
