You can't chrome stuff on your own. Well... unless you happen to work/own a chrome shop, but you're not gonna go out and buy tanks and chemicals to do 1 engine bay! Polishing you can do but its going to take several parts to get good at it, so you might as well send it off to get chromed or have...
stock head... or stock twins? stock everything? You will see no benefit running anything larger than ~264's on stock everything. Any more than that and you're just killing spool for no power gains.
Also DO NOT accept whatever the insurance company offers you first. You have some room here especially since it wasn't your fault. Just show them what you have on your car, go print out some for sale ads for cars that are in similar condition to yours. I did this for my old mk3 and ended up...

Seriously just find a local cage builder and have him build one for the car. Have him make it go through the dash and mount as close to the firewall as possible. Bolt in cages aren't legal for most racing venues anyways. They are poor quality from what I've seen and a waste of money.
Its really not a bad job, a friend and I did the whole thing (heater core replacement) in about an hour and 20 minutes. I have this link though in my huge list of bookmarks that should help you out :)
