Post this in the MKIII TCCS (ECU) & Electrical section with a detailed description of which lights are staying on and i'm sure someone can help.

When you say they were flooded with oil was there oil in the holes where the spark plugs are? And if so did you clean that oil out of the holes before you pulled the plugs?
I believe the port on the bottom of the can is for draining out the oil that is caught in the can. I attached a drawing that outlines the install I was referring to.
To me it sounds like you have two separate problems. The tachometer not moving is an electrical problem. I am not really familiar with troubleshooting the tach. You might search the electrical section for troubleshooting tips. I will look around and see if I can find anything.

I would stick to a setup very similar to what Adjuster has. The PCV needs the connection to the throttle body to function correctly. The catch can is plumed in the line that is connected to the accordion hose.
