yes, the spring is the tension. The rule is to loosen the bolt and turn the crank unill the cams create slack between the cam and crank, which the spring in the tensioner pulls out. Then tighten the bolt and you're set.

Also, when boosting hard, the impeller wheel of the turbo actually pulls the entire turbine shaft towards the front of the turbo, sealing the exhaust piston ring seal. Essentially, if it's the exhaust seal leaking, the turbo should blow smoke on decel, and it should be blue to black depending...

There is a large vac port on the front of the plenum with a huge hex head on it that feeds the mani when the power steering kicks in. There is a short hose that connects that large port to a hardline running down behind the alternator. THat hardline has a small T in it running toward the engine...
