Cant see it being a problem with the wiring Loom TBH, the Plug and play VPC harness has all the resistors so any breaks in the existing AFM wiring loom shouldnt make a difference.
VPC rom may be your next port of call, i know you tried it on an 89+ and it idled but did it actually run ok?

Yeah, straight forward enough to Turbo the GE, up to 300hp on stock engine/fueling. I know DaveH does great kits, but if money is tight, the DIY route is very easy indeed.
I would also recommend 1000cc as theres plently of headroom in your setup if you go on the quest for more power, 850cc will see the 700-800hp range.
have a look at the PHR stage 3 fuel system for an idea on what you will need.
I would also be heading AEM, Autronic etc etc for management.
Think thats your Problem, the VPC/safc hardwiring diagram i done was for 89+, never got round to doing one for the pre 89. Pre 89 needs to be done with the 3 resistors
No need to use the baro wire IIRC.

I think the MAP ECU2 requires the same resistor placement because of the HAC

Have you checked the Loom plug that goes to the ECU? make sure the pin hasnt pulled back and isnt making a connection to the ECU KS pin??
Cant see how both the VPC and MAPECU2 are throwing a 31 unless both are wired/confirgured wrongly.
Emp have you the resistor correctly in place?
As for the Roms, the "E" designated ROMS are for the Fcon
